Why Do They?
Why do Web developers prefer home grown Content Management Systems over commercial and open source CMS?
The graphic shows one of the findings of a survey, held by Sitepoint ( an online resource for developers) and Ektron (a well known mid market commercial CMS vendor). Over 36 % of developers prefer to eat their own dog food. Only 10% use commercial systems.
Why?
- It can't be cost - there are quite a few free, open source systems.
- It can't be features - there are some very capable commercial systems out there.
- Is it because in-house systems are superior ?
- Do web developers prefer maintaining their own code?
- What do their customers ask for?

There is still a strong "not invented here" culture that many organisations have. That, along with the misbelief that the investment in learning another system is less rather than building your own has dominated the australian web development industry. Some companies are also misguided believing there is value in investing in their own systems, that in time, it will be a way to generate additional revenue. Only a few companies can achieve this, the rest are likely to waste a lot of time and money supporting sub standard systems.
But to sum it up in a word, the reason more web development firms use inhouse system is - ignorance.

1. I like the challenge and satisfaction of writing my own code.
2. If I have a problem with my own CMS I know just what it is and what to do about it, with anything else I have to go looking.

Spoken like a true salesman trying to convince us that you are correct in your choice of open source software and we are all wrong.
Originality is the mother of invention and without it Australia would not have turned out Mambo, Squiz and other open source CMS applications.
Ignorance comes from a closed mind, not one that is willing to try something new.

Martin, as clients get more discerning and less ignorant (as you would put it), there will probably be less room for the "roll your own" systems.
Wackonerd, you might enjoy the challenge and you might know your way around your own system. But it limits the size of your business and your system to something you can keep your hands around. And what happens to your client when you run under a bus?
